KAZAN – During the FISU Debriefing that kicked off in Kazan today, the organizers of the 26th World University Summer Games gave their first recommendations to Russian colleagues for hosting the best University Games.
Liang Daoxing, Deputy Chairman of the Executive Committee and Director General of the Executive Office of the Shenzhen Universiade OC, made a report on results of the World University Summer Games in Shenzhen. «The key factor for success of the past Universiade was an efficient work of the organizing team», he said and recommended his colleagues fromKazanto form the team of the Kazan 2013 Executive Directorate in accordance with cutting-edge technologies of teambuilding. To guarantee a well-coordinated functioning of all structures involved in the preparations and staging of the Universiade, Team 2013 was advised to develop a distinct concept of the Games preparations based on the principles of scientific planning and to observe it strictly as it was done in China.
«The success of the whole project depends on small things, that’s why we recommend you to plan thoroughly all the necessary details in management of competitions and cultural events. Follow the principle of uniqueness so that the Games could reflect your own experience and rich culture of your country,» said Liang Daoxing.
His colleague, Secretary General of the Chinese University Sports Federation Yang Liguo, suggested that the Organising Committee for the 27th World University Summer Games inKazanworked in active and close cooperation with national sports federations. He especially underlined the importance of guaranteeing security for all participants and visitors of the Universiade and high quality media coverage of the Games.
The officials of the Shenzhen 2011 Organizing Committee also mentioned that hosting the Universiade boosted an intensive growth in Shenzhen, and investment and tourist attractiveness of the city significantly increased. In whole, the city which 35 years ago was just a small fishing village transformed into a place which is more successful economically and comfortable for living now.

«Not so much time is left until the Games in Kazan», she said in her welcome speech to the meeting’s participants. «The debriefing that is taking place today here and is attended by our colleagues from China, is an important stage in the preparations for the Universiade inKazan. The experience of Shenzhen 2011 which was held at the highest level will help us to stage the best Summer Universiade which, as we hope, are set to become the most unforgettable event for the entire university sports movement of the world.»
The State Secretary also mentioned a crucial role that hosting the Universiade played in sports development inRussia. «One of the main advantages of the preparations for the Games is a long-awaited settlement of the federal legal and regulatory framework in the sphere of university sports. At present a relevant federal draft law is submitted to the State Duma of Russia, and we hope that in November the bill will be adopted by the Russian parliament and signed by the President of theRussian Federation,» Natalia Parshikova said.
She also stressed the importance of innovative technologies applied in the preparations for the 2013 Summer Universiade and aimed to create the most valuable international legacy of university sports in Russia.
Vladimir Leonov: Kazan 2013′s Operating Budget will total 10 bln Rubles
The operating budget for the 26th Summer Universiade in Kazan was approved by the federal government and will average 10 bln rubles. Director General of the Kazan 2013 Executive Directorate Vladimir Leonov announced at the FISU Debriefing.
He also reminded that for the last time Russia had hosted the Universiade in 1973. Now, 40 years later, the Universiade returned toRussia. The Kazan 2013 University Games will become the largest in the history of Universiades.
The 27th Summer Universiade will be held in a record number of 27 sports (there were 24 sports at the Games 2011 inChina), and the total number of medal events will be a record as well.
The Director General of the Kazan 2013 Executive Directorate gave a review of the FISU Flag Relay which had been held in the cities of Russia from September 1st to October 16th. Vladimir Leonov pointed out the necessity of carrying out the FISU Flag Relay in the cities of the world.
The exact dates of the 2013 Games were also revealed. The 2013 Summer Universiade will run from July 6th to 17th. There are 623 days to go until the Games. Vladimir Leonov stated that the Kazan 2013 organizers were working hard to facilitate the entry of participants of the Universiade in Russia.
As the Director General of the Games 2013 Directorate said later in his interview with the media, the operating budget of the Universiade in Kazan would total 10 bln rubles. It includes money resources coming from extra-budgetary sources (20-30% of the budget is created with donations of companies) and budgets of all levels.

The debriefing allows us to study the experience of managing one of the largest multi-sports events in the world, discuss positive aspects and identify problem areas in the Games’ preparation. We greatly enjoyed our visit to the Universiade in China and we returned home enriched with bright experience and considerable knowledge. Chinese colleagues demonstrated a high level of university competitions’ management, and we are content to mention that each host nation makes a considerable contribution to improving the quality of the Games. We will also bend every effort to turn the Kazan Universiade in the brightest event witnessed in the history of Universiades. In this matter the help of those who already have a tremendous experience is priceless.»
Universiade Village Mayor Farid Abdulganiev extended a welcome on behalf of Kazan Mayor Ilsur Metshin.
It stands to note that within two-day working sessions the parties will discuss such key activities as operation of the Universiade Village, hospitality and international relations, protocol and medical services, marketing strategies and brand management, coordination of volunteer activities, organization of international conferences, media support, TV and radio broadcasting systems, and of course management of sporting events within the Universiade.
It’s noteworthy that apart from experience exchange rendered by the Chinese colleagues on hosting the Games 2011, Russia’s leading sports managers, athletes and coaches will give a full assessment of the Shenzhen Universiade’s organization, management and staging.
